Smart meter resolution
I'm pleased to report that strong lobbying from Master Builders SA has ensured electricity retailers will now face fines if there is a delay installing smart meters.

Many South Australians have been hit by a rule change that saw electricity retailers able to installer small meters. This farcical situation saw many homeowners waiting months without power and numerous builders not being paid.

However, the Marshall Government has announced that from today Origin Energy and Energy Australia will pay fines of $175 per day for failing to meet installation deadlines. AGL will pay $250 per day from October. The fines will apply after the agreed installation date is missed by a retailer, or fines will apply to AGL and Energy Australia after six days of a new installation request if no date is agreed to. Origin will pay fines after 10 days.

We have lobbied hard for a resolution and these new requirements will benefit home owners and builders alike. Energy Minister Dan van Holst Pellekaan should be congratulated for putting in place this interim solution until new Australian Energy Market Commission legislation comes into effect next year.
Willcox Street Carpark
The carpark to the west of Master Builders House (Willcox Street) became a a paid parking facility from Monday July 16.

Members do not need to pay, provided they pop up to reception and obtain a temporary parking pass.

The carpark is also a cost-free facility on weekends and out of office hours.

Building Work Supervisors are required to undertake this course as a result of the Minister’s Truss Taskforce and the Development (Trusses) Variation Regulations 2010 under the Development Act.

The course includes information on the Development Act powers of entry, expiation notice process and mandated approval and inspection requirements.

It also covers all timber and steel truss installation requirements, including wall and roof framing. You will learn what can (and has) gone wrong with existing installations and how to prevent such failures in the future.

PLEASE NOTE: Building Work Supervisors must be registered with Consumer and Business Services. Other participants such as Certifiers, Local Government Inspectors, Trades and Designers have no prerequisites.

Home Battery Subsidies
On Saturday 8th September 2018, the Minister for Energy and Mining, Hon Dan van Holst Pellekaan MP, confirmed the Marshall Government’s details of its Home Battery Scheme to be available from October this year.

The Scheme will give 40,000 South Australian Households access to $100 million in State Government Subsidies to help pay for the installation of home battery systems. The subsidies will be scaled in line with the size of the system and energy concession holders will be able to access a higher subsidy.

The announces subsidies are $500 per kilowatt hour (kWh) for households, and $600 per kWh for energy concession holders. The subsidy will be capped at a maximum of $6000. A dedicated website will be launched in October to assist homeowners to consider their suitability, choose between approved products and System Providers, access the subsidy and apply for finance (if required).

Industry providers will be required to first qualify as a “System Provider” to be eligible to supply and install home battery systems under the Scheme. Interestingly, industry providers that apply and specify the extent to which their products and services contribute to the South Australian economy (and commit to installing approved battery systems that are manufactured/assembled in South Australia) will be given afforded a nine-week exclusivity period when the Scheme launches in October.

In addition to the subsidy available, finance is also being made available for purchasing of a home battery system and any new or additional solar panels. The subsidy only applies to the home battery system and not the solar panels. The interest rate of the finance available has not yet been disclosed although the Minister has announced the loans will be competitive and flexible.
