Outcome Based Safety Culture Measures (OBSCM)

The Department of Planning, Transport and Infrastructure (DPTI) has created an additional layer of safety measures to try and improve safety culture on its work site.

In consultation with major builders, these measures are predominantly based on AS/NZS 4801 standards and therefore are quite onerous for small contractors.

DPTI is requiring small contractors to have a WHS management plan so they “meet the spirit” of WHS Regulations 309-311. The Regulations require Principal Contractors to have a WHS management plan; the Department’s approach applies those same standards to smaller contractors.

Master Builder SA has lobbied DPTI and is working with the Department to reduce the burden for our members by submitting alternative criteria.

 

Minimum standards for Elevated Work Platform (EWP) training

Duty of care training for EWP use has been enhanced. PCBUs are required to exercise diligence in ensuring that EWP operators are deemed competent in the type of EWP they are using.  SafeWork SA has issued Fact Sheets for these standards. They are available at:

Utility Strike Avoidance

Six toolbox videos have been produced and will be released in September to assist in raising awareness of underground service location prior to undertaking any digging activity. These videos are available on the SafeWork SA website
